Actually a few good reasons, technical reason is to cut down on spam, being new you haven't seen the effects of what a "successful" spam attack looks like on the site. It is crippling and causes a lot of work for site moderators and days of frustration for site members.
The second important reason is something called "engagement". Something a lot of newer internet users are unaware of. Being active in a community builds a community, just dropping in getting what you want and leaving is well a petty bullsh!t behaviour, plenty of folks do it, sadly.
Third it gives you a feel for the lay of the land. I can't count how many first threads I see that have had something answered a dozen times already and the first member response is "use the f'n search n00b".
So post in interesting threads, say hello, you can literally pass that threshold legitimately in an hour with out being lame and post a 20 count in this thread (then starting a lameass first post) ;)
