I haven't had to pass an inspection yet. When I take it in for inspection I will remove the HID bulbs and replace my stock bulbs. I was able to hide one of my HID ballasts during installation, and placed black electrical tape on the second ballast to prevent the inspector from recognizing the HID ballast.
I don't think I can fail an inspection if the lights are installed on the car but not operational. It will take 5 minutes to switch the HIDS out with the Halogen bulbs.
I am not to concerned with it. If questioned, the HIDs are only for use when I am offroading.
