drill/tap the frame holes for 3/8's. Mounted using grade 8 3/8x1" with flat and lock washers. There is quite a bit of wobble, so I'm going to put a hood stop under the mount on either side and have it lang on the black part of the bumper under the hood.

@lonesouth.
you should go to pepboys and get some of those end link bushings(under $20) like i did. it helps with the wobble effect...not 100% but certainly helps dampen the vibrations of steel on steel. I am going to make a piece that goes diagonal between the two bars to stiffen it up a bit more also.

thanks for the idea! I'm talking about right under the lip of the hood. I'll drill the bracket and install an adjustable hood stop that will rest on the top of the bumper. Hopefully, that will be enough to stop the wagging.
Right now I have a suction cup under one side and a piece of cooling hose under the other.

Had mine welded. Mounts cut and creased to not bend under pressure. Labor done by Iron Pig over a year ago. Great Job!

Where are those Hella lights manufactured? I've been looking for some American made offroad lights, but can't find many for a good price.

Good quality Hella lights are made in Germany. Mexican are not that good.

Thanks so much for all the info guys. Was looking around quite a bit for a solution to moung some auxiliary lights on my 4runner. defiant doesn't appear to be around anymore, those front licence plate light holders don't look like they'd work with our plastic front licence plate mounts, and I don't want a 32" LED lightbar up front. This looks like one of my few viable options. I do think , at least in my mind that if we added a "knee brace" type 45 degree support to another right able bend going up, that the vibration would be lessoned.....going to see if I can find a local fabrication shop to make me 2 of what I'm talking about and I will post pictures when I'm done. This mod probably won't be done for a few months, as I won't be able to afford all the stuff at once. Was looking at some lights by black oak LED, all the reviews of them seem awesome and I spoke to a rep who was super helpful.
