. He likely didn't know they were going to be shipped in pairs when he got there and the UPS store probably assured him it would get there safely.
If you can't take a shipping companies word on whether or not your package will be shipped correctly then who's word do you take?
Otherwise, do all the prep yourself and drive the package across the US to wherever it needs to go.
I get the frustration. I'm pretty sure a FedEx driver stole one of my packages or the place he/she "delivered" it to kept it and hasn't said a word. Unfortunately, this item was custom and I had to reorder it (and wait all over again). Not to mention the numerous times the USPS has lost my package completely and I never got it.
All I'm trying to get at is you can't fully place the blame on the seller here, unless you know for a
FACT he was purposely negligent with shipping your wheels. Otherwise, it's all speculation.
