That is a surf rod holder. I go fishing all the time. Just easier to carry fishing poles.

Oh I see now. Is that rod holder permanently attached onto the bumper or can it be removed when not fishing? that is a nifty idea, though.

2 5/16" bolts and 5 min and it is off. But it is super solid when on there. Striper season is not that long. ;)
