If I had a garage to share. I would prioritize
Circle of trust.
family and some friends = access level 1= total access.
Some family and friends = level 2=trust but verify
Some friends and acquaintances = level 3=sign waiver and keep an eye on.
Some people =( like to help but don't know) so they will need a level one member to vouch for them and be there with them +level 3 protocols
The rest of them= gut feeling about the person and level 3 protocols plus a (just in case shit happens ) deposit.
Others = bad feeling= No access.
I would put it up For all to see no exceptions.
And then a level One member sues and its All Over
