It is some plastic netting material that he glued to the poor Soul with construction adhesive. What looks like rivets are actually lights. The guy is kind of a goofball as his car looks like that all year except for the reindeer on top.

And it's a gutless Jeep Liberty. With Colorado plates. I'd hate to have to drive that mess through the mountains, or try to keep with the traffic on I-15 going into California. Bet it's a load of fun to drive on a windy day.

Chief's unmarked (you can zoom in on the 'exempt' tag iffen ya don't believe me) at range quals today. Normally there's like ten+ cruisers in the lot for quals, today everyone drove their own car for some reason. Best I can do on short notice...
Next up, with a piece of litter (approximately) bigger than a microwave...ex: a discarded couch, a TV, a tire,... an item that some d-bag cast to the side of the road and it's gonna sit there for a while because it's just too big to blow away. Bonus points if you clean it up...
