Tie rod boot torn

So should I replace the tie rods( inner and outer) since they should be sealed by the boot? And do I do both sides? Never done this stuff before but I can't afford to go to a shop. I am willing to get dirty and keep the truck I just bought in good working order. I've rebuilt a couple old kz900's and am slightly mech. inclined. Any help. Thanks guys.
