2 Gen A/C Belt loose

I have a 92 4runner 3.0. I just replaced the A/C belt with a gates and it's a little loose.
I tightened up the bolt on the bottom of the tensioner pulley as far as it will go and it's still loose. I can also spin the belt around the pulleys with my hand.
Is there another way to snug this belt or is there a problem?

Any help would be greatly appreciated!
