Treatment for rusting paint chips?

I've noticed a few paint chips on the hood started developing some surface rust before I was able to hit them with touch-up paint (thanks, no doubt, to winter road salt) and I'm curious what treatment folks recommend to neutralize the rust and create a foundation for touch-up paint. I've tried a dab of Permatex, but I'm not convinced it's the best option for tiny chips.

When you said "Permatex" exactly what are you using from Permatex??
For the most part Permatex is usually a gasket sealer or a "Form-a-gasket"...but I guess they make other products, but IMHO Permatex is not a paint prep/rust eliminator/converter, prohibitor, nor is it a paint primer.

There are rust converters from several makers that would be my choice, you apply the rust converter and then apply the body paint over that
