Yep. My last vehicle was an Isuzu Trooper. When the ECU needed to be replaced, the new ECU had to be programmed. This could only be done after it was installed, and because Isuzus weren't being sold here anymore, there was no one locally who even had the software to do it. I had to send the vehicle to Long Beach (from San Diego) because that was the nearest place to get it done.
