If so, what is the best method or paint that you have used to paint wheels or stock wheels?

Plasti Dip, really anything else, might as well buy some new ones.
Check out the tutorials, one big thing is prep, another is keeping the cans well shaken, and warm (use warm water)

Why would you think that temporarily plasti dipping wheels (which peels off if you mount new tires) is superior to refinishing and painting wheels? Why would you think that if you are going to paint wheels you might as well buy new ones? lol

I think anyone asking this question is looking for an easy DIY or paying for them to be done professionally. A pro job is usually at least 100/wheel. At that price I'd put it toward a nice quality set and update your tires etc. I'd rather grab a trd take off, or grab some bead locks and have something for room for growth..

Haven’t done 4Runner wheels, but I painted our crane’s 24” rims...Prep is key, along with proper choice of materials.
I’d clean any and all rust (if steel) or corrosion with a wire wheel. As close to clean/raw metal as possible.
Then clean/degrease, followed by some type of chemical prep (I used Ospho rust converter on the steel rims).
Primer, sand between multiple coats, and paint sand between multiple coats. Allow time to dry between coats before sanding
Use quality products, do the prep, don’t rush, and it will last.

Not worth the effort. IMHO. I thought about doing mine, but don't want it to flake off and look like do-do.

I'm with this guy.
I've painted wheels before, for my offroad-only vehicles, and found that flat/matte paint was the worst, and that only full gloss would do, otherwise the pores in the paint could never get clean. This was before plastidip was even a thing I'm pretty sure.
So if you "had" to paint some, only go with gloss (smoother finish) and baking them would be ideal if possible.

I've done two sets of 4Runner wheels. The first set was an interesting project. The second set was an outright pain in the ass. Both are now flaking.
Prep is everything, so unless you're willing to have them media blasted, don't waste your time.

Just making a joke about your suggestion to keep the cans warm with warm water. Paint in Florida and you don’t have a problem keeping anything warm

You can hand-paint wheels that will hold up just fine. It's all about prep. Clean and prep the surface right. Use self-etching primer and if you want, wheel-specific paint. I painted a set of mine many years ago and they are holding up far greater than expected.

First off I am no paint expert at all, but when I built my own sea kayak I used Interlux Brightsides polyurethane hull paint. It is really durable and being as it is a watercraft paint, it is water and chemical resistant. Never had an issue with it flaking off. Just a suggestion.
