Are software updates covered under platinum extended warranty?
I’m having trouble with Bluetooth connectivity, text messages, and my phone. I’m over three-year 36,000 mile factory warranty but I have purchased a platinum extra care warranty. The dealership is telling me if I need a software update, it is not covered under the extended warranty. Is this true or am I getting the runaround? I won’t have access to my warranty paperwork for a few more hours so I wanted to consult you guys.

Well your paperwork would let you know.
All depends on whos covering the platinum extended warranty.

Did this just start?
Are you using an iPhone?
Did this begin after the latest iOS update to 13.2?
What year is your 4Runner...?
I just solved this problem on mine and did not require dealer help.
See this thread:
***SOLVED*** 2019 TRD Pro JBL premium head unit constantly rebooting
You can also go here and do the updates yourself. Just follow the instructions. Format your USB to FAT32.

Specifically the problem I’m having is, my 4Runner will no longer read text messages to me. It used to do so every single time. But now it gives me the option one out of 10 times at best.

Sounds like the first of my problems... eventually it got to my headunit rebooting every 60-90 seconds... continuously.
The problem is with the iPhone Bluetooth update.
Updating your head unit software may help too. However on my truck, there was no updated available.
Put in your model year and other info on the update link to the Toyota update site and have a USB drive ready... pretty simple to update yourself.

Perhaps it varies by model year. Did the update on my wife's 2015 LE...
In any case, these Bluetooth issues are an iOS problem. This started with iOS 13 and only got worse (for me) until I followed the steps above in the other thread. Works great since then.

the dealer told me there was a technical service bulletin on my issue and it required a software update. they moved forward with the update and charged me $55 to do so. it did seem to resolve the issue but it left a bad taste given the fact that they didn't consult me prior to doing so. Furthermore, how can it be that a software update to fix a known problem (TSB) is not covered under warranty?

You could have updated yourself for free from the Toyota link I provided.
Would have taken 15 minutes at the most, and a 2GB USB flash drive formatted to FAT32.
That's it.
Sorry you had to spend $55...

This was my intention, but like i said, they did it without asking me. i took it in right before i made this post. I'm still shocked that the platinum warranty i purchased for over a thousand dollars doesn't cover a piddly software update. he said the factory warranty would have covered it but not the extended warranty. i call BS on that. in all reality, $55 is a small price to pay for correcting this issue that has been bugging me for months, but it is the principal of the matter. i feel like i was robbed.

Just had the dealer do my update and it was not covered for my 2016 Trail. Attempts to do this myself did not fix it.
I guess if that is the biggest issue I've had in 112,000 miles I'll suck it up. First break replacement today also.

UPDATE:
I called the Toyota warranty customer service number and they informed me that “radio updates” should in fact be a covered expense. I spoke with the service manager at my dealership and he is sending me a refund check next week.

UPDATE November 15, 2019:
The Toyota dealer admits there is an issue with rebooting and could not fix the problem. I'm going to keep after them until it is fixed. This is now on Toyota as the last update did not correct it.

Are you using an iPhone running the latest iOS?
If so, I have a solution for you... Try this:
***SOLVED*** 2019 TRD Pro JBL premium head unit constantly rebooting
