It's a throwback. The 80s low rider scene had a lot of the 2WD japanese pick ups, back when the 2WD versions had a totally different frame and 5 lugs vs 6 lugs. They rode a lot lower stock. Then the 4Runner came and shared a lot of looks in common with the 2WD pickups. Guys wanted an SUV version of their lowered 2wds and this is why you see many lowered 4Runners like that.
