It really depends on where you plan to use them. If they're exclusively for offroad use, get the brighter offroad lights. If you're primarily using them on the road, get the SAE version and be a considerate driver.
I wouldn't worry about the SAE version not being an improvement. The 5000K color temperature is a nice white that's very close to the color temperature of the sun at noon in the Summer. So contrast should be excellent. And the 2,480 stated lumens by Baja is significantly brighter than halogen H16 fog light bulbs, which are typically around 800-1,000 lumens.
