PS pump shaft groove: worn or factory?

I pulled the power steering pump out of my gs400 earlier to rebuild it and replace the alternator today. It turned out to already have a "remanufactured" sticker on it. When I pulled the shaft there was a groove right around where the seal would make contact with it, jndise the housing, behind the bearing, and the bearing had fluid around it and grease on the outside, which seems likely to have been displaced by fluid.

The groove feels almost sharp, not really worn, but can't imagine why there would be a groove machined there. Anyone seen this on a Toyota or Lexus pump before? Is it a defect? I've only rebuilt one pump before but don't remember seeing anything like this on it.

Bearing also has a significant dent in the backside of the care, seems like it might've been a careless rebuild. Although they did use a Japanese-made NTN bearing at least.
