Yes, it is true that the "rust control modules" do absolutely nothing. It's a great marketing hoax though. How are you going to prove that it doesn't work? What the dealer is banking on is that you'll sell or trade the truck before any rust starts. And since the warranty on the module conveniently isn't transferable ...
Little side story. Back in college in an electrical engineering class, the subject of using a car's electrical system to counteract galvanic corrosion came up. The professor said, "Great, let's calculate if it's possible." So, the whole class did the calculations. Guess what?
It is possible. One little problem though, you'd need a pretty long extension cord due to the voltage required to actually make it work.
