Towing an '02 4runner

Hi, All.
I need to tow a broken (won't run) '02 4runner home (about 25 miles) with a car dolly. Does it need to be towed backwards (rear wheels on the dolly)? And is it OK to just leave the steering wheel floating.

Why would it be towed backwards? It should be loaded with the front wheels on dolly

No, as mentioned, the front wheels on the dolly, tow with the towed vehicle in 2WD, transmission in neutral.
