While those 2 screws seem the same spec-wise, if you look at the drawings you'll see they are slightly different, so would have slightly different applications. The threads are different, one has what appears more aggressive and different thread pitch, and also has what looks like little "bumps" under the head which might act as a built-in lockwasher.
