High pressure in gas tank

When ever I remove the gas cap to fill, it makes a big wooshing noise. Is it my Gas cap that supposed to release the pressure from the tank? Is this normal?

truck is a 94 4runner V6 SR.

All fuel systems have been sealed for a long time now to comply with evaporative emissions requirements. As a result, pressure equalization often happens when the system is opened.

So it is normal? I have read conflicting info. So what is the pressure release valve supposed to do.

Haynes (for 4Ru. 79 - 95) have no mention of a pressure release valve do I have one?

I'm worried that it is drinking more gas than it should, because of the pressure in the tank. sorry cant do a millage test, I'm pretty broke for now.
