Apple sets you up with all the framework for the app, if you know what you're doing, it shouldn't be too hard...right...?

FORGET APPLE.
Jailbroken apps is the way to go. I jailbroke my 3gs and haven't looked back.
Apple is too restrictive when it comes to App Design.
BUT YES..a 4runner app would cool.

 not sure how an app would make something entirely web based any different.
I think it would all depend on whether or not there's an app to use with vBulletin.

this is what i use to read the forum when im bored only sucky part you cant see pics but something is better then nothing. i think jailbreaking is the way to go. im still on the fence about doing that haha. my service writer uses this and you cant even tell the friggin thing is a iphone anymore with all the customization hes done lol

I would want it to be able to use the forum from my phone.
I can use Safari to do it, but it loads forums really slow. I have other apps for web-based sites, like my Chase app, that function alot quicker than going to the actual site on Safari.

I can make an iPhone app, but it costs a couple hundred dollars to be able to get it on iTunes... It would work if you were jail broken though.

Im jailbroken,
the thing Im more interested is a 4runner Theme that isnt too crazy, I dont like all the app icons being runners or anything..
just one with good backgrounds and transition screens/sounds, Ive thought about making one, but Im not as good at that kind of stuff, it took me weeks to get this one put together and I jacked most of the icons from about 4 other different themes.
Here are a few of my screens where most of the icons are ones I compiled, I also have Oakley Carrier installed and the oakley live blade clock (the clock looks like an oakley watch and actually tells time) that I absolutely love, among other tweaks..
