im not sure where you are getting this info from, you can absolutely buy the fronts and the rears seats as a 'set'. for third gens the part number is: 441231. here is the product page for a 99:
1999 Toyota 4Runner | Floor Mats - Laser measured floor mats for a perfect fit | WeatherTech

maybe its the way weather tech wants group buys to be done, but that wouldnt make sense as it allows you to hit higher discounts faster...?

my dad sells these and i have the fronts and rears on my 99. they fit like a glove. highly recommend if you do any off road driving.

Yes, That comment was in reference to the count of ordered sets required to meet the group buy quota.

That part number that has BOTH sets, counts as TWO on the required GB count.
