Torque Wrench Settings

For Christmas I'm asking for a torque wrench so I can rotate my tires. I have a couple questions.
Which size should I get, 1/2 inch or3/8 inch?
What should I set it at when I'm putting the lugs back on?
Any particular type of torque wrench you like better than others?

I like the type where you dial in the torque setting, on the handle, rather than the pointer-indicator type. The torque for the lugs is 83 ft-lbs. I like the

What do you use the 3/8 inch for? What size socket do I use for the lugs. I have a 2005 SR5.
