I do not know how to remove this on the runner .. only 10 bucks on the plastex ..if it works then lookup how to remove those parts.

is correct in it being overspray from something. She took it to a car wash that does some detailing apparently and then she noticed it a few days later. At least, that is what she is telling me. haha.

I'm not sure on how to remove it from her car. She drives a Corolla IM. I'm sure I can find some sort of guide on the internet though if need be.
Thanks for all the suggestions also. I'll try the alcohol on a small spot and see if that does anything if not then I'll try the plastic polish. If neither work then I'll just end up replacing it.
