Help - Front End Vibration In 99 4 Runner

I have a 99, two wheel drive SR5 V6. About three months ago I hit a few good potholes. Shortly after my 4Runner developed a vibration in the front end. The vibration only occurs between speeds of 60 to 70 mph. I have a very trusting mechanic and we have completed the following with no success of eliminating the vibration that comes through the front end and the steering wheel.
New Tires-Tires and wheels balanced 4 different times
New Rotors
New Struts
Whells were checked and run out true

I'm looking for some additonal guidance as to what may be wrong. Please provide any educated feedback as to where I may start looking from here.

I would look at the rack & pinion bushings/ mounts. Check everything for tightness in the steering.

Did you read thread (sticky) on properly balancing Toyota wheels? Did guy who balanced them use the proper adapter?

If you have rebalanced them 4 times and it has changed 4 times the steel belts in the tires might be shifting. That happened in my tires (Hankook Dynamic A/T). I had then rebalanced 3 times and then changed the tires... ...vibration was gone when I changed the tires.
