Exclamation alternator belt problems

i have a 6 cylinder 95 t4r with a 3VZ-E engine that needed new belts. i changed my belts yesterday and everything was going smoothly. then when it came time to put on the alternator belt i couldnt get the belt tight enough. every time a start the car you can hear a flapping noise so i know its not tight enough. i cant get any leverage on the alternator with the belt on the pulley with my hands, and ive tried a crowbar also and thats not working either. i've also tried to stretch the belt over the pulley (with my hands and other tools) after i've tightened it down and that didnt work either because the belt is non-elastic. ive also tried to come from underneath with the belt on the pulley and use a jack to raise the alternator up so to make it tight, but it still makes a flapping noise when i start it up. so how would i go about this to get the belt taut?
