I am sorry my mistake, I had it on the ON position. But I didn't keep the wires connected on the fourth tap before I turned it off. I thought it was just 4 taps of the wires and then leave them apart and then turn off. I will try leaving the fourth tap connected and then see what happens. Thank you!

EDIT: Are you saying during the steps of shorting them out 4 times in a row that the fourth time needs to stay connected and then turn the car off to proceed to the next set of steps?
Here are the complete steps and what happened that I did.
1- while car is on level surface and steering wheel straight and ignition off I plugged two wires, one in 4 and one in 14
2- turned the vehicle on accessory and tapped the two wires together 4 times and then left them apart but still...
I actually never fully disconnected it from the port itself, I left the two wires in pins 4 and 14 IN the port itself, but never fully took them out when turning the car off. Maybe that is where I messed up at. I will have to try that procedure right after work or maybe on my lunch break.
Yeah i checked the pin location and it all seems to be in order. I cant seem to figure out what the issue is. It blinks the abs light and the TRAC OFF light goes away when I connect the two together 4 times in a row and not the VSC light, that stays lit.
When you say disconnect the SST, do i completely remove it out of the OBD2 port? I did all the steps but I couldn't get the car to do anything past shorting it 4 times. If you recall did the ABS light blink like mine did when you performed this?
