It was my obd2 reader that was resetting them when it was connected to the car and the reader powered off then on at any point without being unplugged. I got a new reader and all is well. I passed the emissions test.

I recently got a 2002 SR5.
When I start the car and I have 4 monitors (CAT, O2S, HTR, EVAP) showing "Incomplete". I drive around using normal driving conditions. I test again at some point and all of the monitors come back "OK" except for EVAP. I think I'm fine in my state...
