Yes it's the flare that seals, the "nut"/threaded part just applies pressure for it to seal. There is however different types/angles of flares, but if some of them sealed it's most likely not the issues.

Typically when they Ban someone the email used as well as the user name is also flagged, so this SPAMMER has to use a new email as well as the name, but both are easy to do.
