Not really sure what this piece is called. I have no idea how to remove the rivet holding this bracket in place. Need to remove to install new bracket on piece of bumper. Im sure this is really easy, I am lost thought, please help. Thanks

Long time lurker, first time poster. Bought this 2002 runner about a year ago for 6800 with 140k on it. Havent really done anything to it, besides flushing/changing fluids and cleaning MAF. Plan on new tires & 3inch lift soon. Thinking nitto terragrapplers and ome lift.
