99 4runner no Bueno New fogs New relay New stalk. No lights. I thought it was an easy plug and play type deal yet I'm lost. When I turn the fog lights on at the stalk my high beams go on. Oh the humanity. Any help would be appreciated.

Did you ever figure that out? Bad stalk? I'm having the same exact problem with the same part.
