It's either a bad bulb or bad ballast. I had the same problem. I switched the ballasts and the problem persisted on the same side. I then switched the bulbs and the problem swapped sides with the bulb. So bad bulb in my case. Xenon Depot the sent me a new bulb and it has worked normal ever...
