No mods to the suspension and the rack bushing are fine,

99 4 runner 3.4 When I turn all the way to the right or left the steering wheel starts to shake, I have flushed the fluid out and have used lucas but no luck. Do I need to replace the pump or the rack? Thanks

Check Engine light

I have a 99 Toyota 4 runner 3.4 automtic. I continue to get a code PO171 Lean engine. Any ideas.
