My 04 4runner is having the same issue...Feels like the the steering wheel binds in certain spots. Fluid level is perfect and the fluid looks great. No squealing or funny noises. Doesn't make any difference if the vehicle is moving or in park. I was thinking of replacing the pump but I guess...
