Had this problem, would not bleed till a hard pedal. Bled all calipers twice.
Fixed by driving and aggressive braking to actuate the ABS at least ten times from about 40mph.
Left overnight to "settle"
Firm pedal in the morning. Not 100% but 90%.
Will bleed the brakes again in a week...
