Those were 35W 6000K HID bulbs before I got projectors. I now have 55w 5000k HID bulbs in '06+ housings with HID projectors retrofitted in.

It's more than likely the bearing in the tensioner. Same thing happened to me in traffic a few months back. Loosen the belt and see if you can spin the tensioner. If not, then it's time to change it.
