The bolts/screws with the large washers leads me to think some kind of backer was placed under the cover and secured with the the bolts/washers. Then the packouts were screwed into the hidden backer.

There are 2 screws that hold the other side in, If you pull up the outer side, you can reach in with a small screwdriver and get them out. There should be a how to on this, maybe from Engineer ?

Wrong. That is the front skid plate, if you look close at the pics, you can see the skid mount bolts, and the portion where you are supposed to jack the vehicle up from. I am not familiar with the plastic scoop, but looks like it is funneling water/salt right to that area.
