are the 22re engines the same as the 22rte engines without the turbo if so can you turbocharge the 22re with the factory 22rte turbo??? if that is so how hard would that be?

hi this is my first post and i was wondering on the rear axle of my 4runner there is a metal tube it goes across the middle of the axle
mines unplugged and i try to plug it back in but it keeps coming out it looks like a vacumme switch.
