I get about 15.5 with a daystar 2.5/1.5 spacer kit and stock size MT. I also have that lead foot mod. FYI the mod for getting the eco bar to disappear, 85+. Ill make a thread with pics.

I think the cost heavily depends on location. From what I saw looking for my 4R these things go for a premium in the Bay Area. There are 2015 SR5s with 40K going for the price you bought yours for brand new. It's just the market here I guess.
