I just picked up a used 4Runner last week. Same issue with the 4 lo not engaging, just a blinking light. Ended up taking about 2 days and maybe 120 cycles of the switch (25 in the morning, 25 after work) and finally on the 3rd morning a little thud, and it was in 4 lo. Been engaging flawlessly...
