Ok, I just had the same problem on my 04 4Runner. 4low will not engage and continue beeping.
I played with it for 20 min or so, going back in forth from 4hi to 4low, putting in drive and reverse ....and Hooray it worked.
After it engaged the first time, went on easy the 2nd and 3rd...
