Our dog chewed up the right rear seat belt.... I need to replace it, how to remove the rear side cover to access the seat belt tensioner/ mechanism?

2003, 4runner V8, 70k miles. Today after startig the engine the VSC Trac, VSC off and the ABS lights came on... Turned off engine tried again, no luck. Disconnected the battery same, no joy...
Any ideas?
