Solved!
Used sheer brute force to pull the inside panel out to give more room for window to run freely and all is well. Likely the weight of all the stuff on that panel, combined with some rather bumpy rides, pushed it in over the years.

My 99's back window can't go down because the rear wiper motor is tilting forward and blocking the bottom of the window. I tightened the bolts around the motor, but that hasn't solved the problem.
What's behind the motor? Can I just push it back into place (I've been reluctant to push too...
I am experiencing a similar problem on my 99 4Runner, however, tightening the bolts isn't doing the trick. It seems the motor itself is bent backward and I can't push it forward enough to get it out of the way of the bottom of the window. I don't want to pull the whole door before checking...
