After years of looking at 3rd gens, I finally bought one. A Desert Dune 99 limited with the locker. This is my first Toyota, and first 4wd. I've wanted one for years so I am pretty excited to own it. I lasted 1 day before I started modifying it.

I would be curious if you went to perhaps the NHTSA and tried to speak to them about the obvious lapse in corrective action.
