Assuming that he has 4X4, he should, being that it is the Limited edition. That rear locker will help a lot if you get into any sticky situations.

So next on my agenda is to get the exterior of my truck cleaned up, as you can tell (maybe you can't) my clear coat is fading pretty badly, since I live on the Central Coast of California the salt in the air tears through paint pretty quickly. I have nothing against a pealing clear coat, but...

The reason why we suggest those is because they are proven to be durable, the only other thing I can think of is try to find a newer set of all weather matts Toyota OEM from a 2015 or something along those lines, but I wouldn't know where to direct him exactly.

When I had my CCW (Unfortunately it expired and isn't easy to get renewed, thank you CA) I would prefer to have my weapon either on my person or in a holster in between my seat and center console. Granted when I left my vehicle the weapon went with me. I plan to continue to try and get my CCW...

I personally like Husky or Weathertech floor mats, definitely pricey but super durable.

Absolutely, it most definitely is. I am currently doing the same with my truck, I want to make sure its running perfectly before I go in and start putting money into less crucial parts. It takes time, but is so worth it in the end

Sounds like you are doing it the proper way for sure, getting the little things all dialed in before you jump into the major mods. Good work!
