My old Ford is like this. Open front, posi rear, part-time system with no center diff. In 4Hi/Lo, the shafts are locked and everything must rotate together. So, turning is out unless you're in the snow, sand/gravel, or mud. Works great, but only when you can use it. This is what I like...

When mine had this problem, I got a new cap at Autozone (Duralast), and it felt really loose. The design of that cap, however, allowed me to make a modification that seems to be working well. Unlike the OE, the seal is "slotted", so I went to the hardware store and got an oring the right size...

A quick question on towing, if I may... I'm usually only pulling 1000-1500 lbs., but I still use 4th gear instead of D. Should the tranny be going into lockup in 4th? I don't think mine is... :shrug:
