It is an EPA thing. A cold engine runs rich thereby polluting more when cold,the EPA mandated the manufacturers engines warm up quicker so one way to do that is lock overdrive out to keep the rpms up thereby warming the engine up faster. Toyota is not the only ones that do that. Another thing...
