If you pull that apart to have a look for what's buzzing, see if you can rotate that switch 90 degrees counter clockwise. The controls will then be (more) correct. Volume will be up/ down and presets will be left/ right.

I think you're ok. I think the dirt/ oil on the molded top piece of the strut tower and maybe the angle or lighting makes it look like there's something extra there. Your second pic is a better angle.

Products such as Fluid Film and Woolwax are sprayed and/or brushed onto the frame to help prevent rust. Since you're in an area prone to rust, I imagine there are places you can bring your 4Runner in for that specific treatment.

A 2021 4Runner with only 34,000 miles would be considered low mileage. If the noise doesn't bother you, I'd just drive it and be happy. Worst case, take it back to the dealer you bought it from and have them check it out. Might give you some piece of mind if nothing else.
