08 4th gen vibration at high speeds

It is most definitely your inner and possibly outer tie rods. Get them replaced and it should fix the issue

Honestly as bad as I hate to say this, you may have a bad pump. Not saying you do but both of my 4runners do this and it’s highly annoying and I’m just too lazy to do anything about it lol
