The horn will “work’ without the key in the ignition. I would suggest checking the connection in the steering wheel where you press to activate the horn… it’s possible that the contacts are stuck. That’s my guess.

No not red brake fluid.. I’m ASSUMING it’s brake fluid because of it wrinkling up the paint... and it’s ONLY in that particular area... not sure what else it could possibly be that wrinkles up the paint like that?? This truck has NO other issues or fluid leaks.
